秦皇岛地处河北省东北部，南临渤海，北依燕山，东接辽宁，西近京津，位于最具发展潜力的环渤海经济圈和京津冀都市圈，是东北与华北两大经济区的结合部和重要出海口，是中国综合交通枢纽城市，海陆空交通十分便利。市辖海港、北戴河、山海关、抚宁区四个城市区和昌黎、卢龙、青龙满族自治县三个县及秦皇岛经济技术开发区、北戴河新区，总面积7812平方公里，人口310万。秦皇岛市拥有国家历史文化名城、国家优秀旅游城市、全国十佳宜居城市、国家园林城市、全国卫生城市、中国投资硬环境40优城市、中国综合实力百强城市等称号，是河北省唯一的零距离滨海城市，素有“中国夏都”、“长城海滨公园”、“京津后花园”美誉，生态良好、环境优美、气候宜人。
秦皇岛市先后被确定为国家服务业综合改革、旅游综合改革、创新型城市等国家级改革试点城市。拥有国家级和省级经济技术开发区、出口加工区、河北省软件产业基地、省级服务外包示范区、产业基地、培训基地和服务外包产业园区，配套设施和技术支撑完备。同时，秦皇岛市拥有高等院校13所，中等职业学校41所，在校生超过18万人，是河北省高等教育资源人均占有率最高的城市，教育科研资源雄厚。
    近年来，秦皇岛市依托“生态立市、产业强市、开放兴市、文明铸市”发展战略，大力推进服务贸易、服务外包等现代服务业发展，制定出台了服务外包产业支持政策，编制了服务外包中长期发展规划，确立了打造国际服务外包知名城市目标，并与北京海淀区共同设立了“中关村海淀园秦皇岛分园”，打造产业转移承接平台。秦皇岛市服务贸易和服务外包产业发展在全省各地市名列前茅，拥有               中信戴卡、山船重工、河北远洋、艾尔姆风能叶片、康泰医学、辉固地球数据等一批具有代表性的服务贸易和服务外包企业。2016年秦皇岛市被认定为河北省首批服务外包示范城市。

Brief Introduction
At the central place of the Bohai Bay Economic Rim boasting superior development potentials, Qinhuangdao is located in the northeast of Hebei Province with Liaoning Province on its east and Beijing and Tianjin to its west. Covering 7812 km² with population of 3.1 million, Qinhuangdao is also an important sea outlet at the joint place of two economic areas namely North China Economic Area and Northeast Economic Area.
